True, the NBI & the DOJ is undermanned with several properties that our congressmen own. You can't search them all for they were named under their friends' and relatives'.
Now, why would our congressmen hide Napoles? With so much information, Napoles is a walking time bomb who could spoil the "bins". They all hate the trash in the street. They want it cleaned.

The Department of Public Works and Highways got their own POCKETS.
